DGP PRESENTS DGCD COMMENDATION DISC TO HOME GUARD OFFICERS

DGP PRESENTS DGCD COMMENDATION DISC TO HOME GUARD OFFICERS

The Director General of police Shri T. N. Mohan  who is also the ex-Officio Commandant General of Home Guards and Director Civil Defence , Goa presented the DGCD Commendation Disc and Certificate to  Hon. Company Commander of Home Guards Shri John Aguiar Platoon Commander Shri Suresh Patekar at a simple investiture ceremony in the DGP’s chamber  On April 25, 2014.
Director General of Civil Defence, Ministry of Home Affairs, Government of India, New Delhi has sanctioned the DGCD's Disc and Commendation Certificate in favour of Shri John Aguiar and Shri Patekar on December 6, 2013.
DIGP Shri K. K. Vyas, Dr. O. P. Mishra and Shri Bhram Singh were present for the function.
The DGP Shri Mohan commended the services of Shri Aguiar and Patekar  and wished them all the success in their future endavours.
Apart from being the Hon Company Commander in Home Guards Shri Aguiar is also the Public Relations Officer of Goa Police Department. He is the Assistant Information Officer (Publicity) in his parent Department of Information & Publicity, Government of Goa.
 Besides raising and training of Home Guards and Civil Defence volunteers from time to time, and delivering lectures on Emergency methods of Rescue and disaster preparedness to the NCC cadets and schools students, Shri Aguiar has also attended to casualties of accidents and assisted the police and civil authorities during in times of emergency. Shri Aguiar has also attended at course at National Civil Defence College , Nagpur in Disaster Management in December 2012. He is the recipient of both Chief Minister’s Home Guard Gold medal for meritorious service in 2007and Presidents Home Guard Medal for Meritorious Services in 2012.
Shri Patekar has served in the organization for 37 years. He has undergone training courses at Mumbai in 1985 and 1986 and has successfully completed the Basic Fire Fighting & Rescue Operation training Course. He is recipient of Presidents Home Guard Medal for Meritorious Services in 2006. Shri Patekar has undergone several instructor training courses in Maharsahtra. He is staff of Directorate of Archives.

“EMERGENCY METHODS OF EMERGENCY” DEMONSTRATED AT NCC CAMP




“Emergency Methods of Emergencey” were demonstrated at NCC Camp for the senior division and junior division NCC Army cadets commenced at the Shree Bhumika High School, Parye on November 9, 2013.
Shri John Aguiar , Hon. Company Commander of Home Guards Panaji Division and PRO Goa Police Department said that Disaster management can be defined as the organization and management of resources and responsibilities for dealing with all humanitarian aspects of emergencies, in particular preparedness, response and recovery in order to lessen the impact of disasters.
He said there is no country that is immune from disaster, though vulnerability to disaster varies. He explained that  there are four main types of disasters such as Natural disasters, Environmental emergencies, Complex emergencies and Pandemic emergencies.
A team led by Shri Aguiar and comprised of Platoon Commander Shri Suresh Patekar, Platoon Commander Shri Uday Kurtarkar, Sergant Anand Naik, HG Narayan Pagi and HG Laximan Harmalkar conducted a demonstration on “Emergency Methods of Emergencey”. It was explained that sometimes rescue materials are not available to the rescue team at site in emergency situations. The methods demonstrated were Rescues with One Rescuer ,. Human Crutch- where the rescuer acts as crutch to the injured.  Pick-a-back ,Pick-a-Back (Reverse) ,. Fireman’s Lift, Toe drag, Blanket lift and others.
Col. Nand Kishore appreciated the efforts of the Home Guards and Civil Defence organization to cum and present a lecute cum demonstrations to the cadets.
Col. S. K. Samanta Admn Officer, Camp Adjutant Major Dr. Tushar Anvekar, Captain  Dr Sanjay P Sawant  were also present.
Major S. B. Dharwadkar proposed a vote of thanks.

Who can become a civil defence volunteer?


Who can become a civil defence volunteer?
  1. A person who intends to apply for appointment to a Civil Defence Corps must fulfill the following conditions;
    • s/he shall be a citizen of India, or a subject or Sikkim or of Bhutan or of Nepal.
    • s/he shall have completed the age of 18 years provided that this age limit may be relaxed at the discretion of the competent authority up to a maximum of 3 years for any branch or category of the Corps.
    • s/he shall have passed at least the primary standard, that is to say, the fourth class, and this condition may be relaxed by the Controller at this discretion.
  2. Both men and women shall be eligible for appointment to the Corps.
  3. A person shall not be entitled to be appointed to the Corps unless he is found to be physically fit and mentally alert.
  4. Any service in the National Volunteer Force and in the Armed Forces of the Union shall be a special qualification.
Who is eligible for enrolment in a Civil Defence Corps?
  1. Armed Forces of the Union
  2. Police Force
  3. Fire Services
  4. Territorial Army or Auxiliary Forces of any of the Defence Services.
  5. Civilian personnel employed in connection with the Armed Forces of the Union This regulation shall not apply to Government servants who are specifically deputed for whole-time or part-time civil defence duties by the Heads of organisation or services concerned.
What are the conditions for application?
  1. Every person eligible for appointment under regulation 3 shall be required to apply in Form "A" and also present himself for interview before the competent authority.
  2. Every candidate shall be required to produce a certificate from his employer agreeing to spare his service for training and duty, when so required.
  3. The Controller may, for advising him in the selection of candidates, constitute a Selection Committee which shall consist of such number of members and such persons as the controller may determine and appoint.
  4. All candidates shall be required to undergo training and pass examinations prescribed by the competent authority.
What will be the tenure of the Corps?
A candidate shall be enrolled as a member of the Corps under regulation 5, initially for a tenure of three years which may be extended more than once each time by a further period of three years.
To become a Civil Defence Volunteer the following points should be considered:
  • The State Government or any person appointed by the State Government.
  • Any Indian personnel (Male / Female) can become a Civil Defence Volunteer.
  • He / She shall be citizen of India or of Bhutan or of Nepal.
  • He / She shall have completed the age of 18 years.
  • He / She shall have passed at least the primary standard.
  • He / She shall physically and mentally fit.
Every person eligible for appintment under regulation shall be required to apply in Form 'A' (given below) and also present himself for intervew before the competent authority.
A candidate who has been accepted for appointment to the CD Corps shall be formally enrolled in such manner as the Controller may, by order, determine and at the time of enrollment shall make an oath or affirmation according to Form 'B' before such officer as the Controller may, by order, appoint.Members of the following forces or services are not ordinarily eligible for enrollment in a Civil Defence Corps:
  • Armed Forces of the Union;
  • Police Force;
  • Fire Services;
  • Territorial Army or Auxillary Forces of any of the Defence Services;
  • Civilian personnel employed in connection with the Armed Forces of the Union
A candidate shall be enrolled as member, for initial period of 3 years, which may be extended more than once each time after a period of 3 years.

Every person appointed to be a member of the Corps shall be issued a certificare of membership in Form 'C'.

The members of the Corps shall ordinarily serve in a voultary and honornary capacity.

Members of the Corps may be called on duty for
  • training
  • practice or exercises
  • perform the duties assigned to them by order under the regulations
While undergoing training or on duty, no member of the Corps shall absent himself from any lecture, practice or exercise or any other training course, except with the specific permission of the Officer-in-charge, or other superior officer.

A member of the Corps shall, when on duty, wear such uniform and badges of the rank or insignia and carry such equipment as may be prescribed by the Controller.

A record of service in respect of every member of the Corps shall be maintained in Form 'D'.

Any member of the Corps who desires to leave the Corps shall submit his resignation in writing to his immediate superior officer giving at least two week's notice.

AS PART OF “SAAD SAMVAD” PROGRAMME EMERGENCY RESCUE DEMO AT DHEMPE COLLEGE HELD


The Home Guards and Civil Defense organization conducted Emergency rescue, stretcher drill and other emergency response methods on Saturday, February 9, 2013  as part of ongoing "Saad Samvad" programme at Dhempe College of Arts & Science, Mairmar.

             Shri John Aguair  Honorary Company Commander earlier explained the organization and the aim behind holding such a demonstration and training session. He said the aim of the Civil Defence is to impart training to save lives. He said there is also a proposal to set up Civil Defence Cadet Corps on the lines of National Cadet Corps (NCC) to spread the Civil Defence mantra all over the country through the students.  He said Sometimes rescue materials are not available to the rescue team at site in emergency situations. There are various other methods, which could be useful for rescue. Such methods are known as, “Emergency Methods of Rescue”. The adequate methods of rescue is to be determined depending upon the nature of the casualty, the nature of the
injuries and the position in which the casualty is found.

            Platoon Commanders Shri Uday Kurtarkar  and Shri Suresh Patekar along with Civil Defence Warden Shri  Vijay Surlakar and volunteers Shri Uday Kuri, Shri Pralhad Mayekar and Sergeant Shri Anand Naik,  Home Guard  Shri Laximan Harmalkar demonstrated emergency firefighters crawl, and emergency casualty handling such as  Fore and aft method, one rescuer human crutch, two rescuer human crutch, toe drag, Blanket lift, pick a back, pick a back reverse, cradle method, stretcher drill and blanketing.

            The students evinced keen interest and participated in the practical session of the techniques.

            Principal of the College Dr. Yasmin Modassir thanked the Director General of Police, Hon. Company Commander Shri  Aguiar and the officers of the the Home Guard organization for conducting such a useful programme for the students of the college.

            Vice Principal Dr. Rammurthi, Prof (Dr.) Ms. Wendy Manuel, and  Prof. Vinod Kankonkar were also present on the occasion.
           
The First such programme demonstration on first aid and bandages was conducted for the students of Peoples High School Panaji as part of “Saad Samvad” programme last  Saturdary, On January 2, 2013. On January 16, 2013 , another such programme will be held at the Mustifund High School, Panaji.

HOME GUARD CONDUCT COURSE IN FIRST AID BANDAGES AND EMERGENCY RESCUE METHODS







The Officers and staff of Goa Home Guards and Civil Defence Organization conducted courses in Bandages and Emergency Rescue Methods of evacuating casualties with the help of demonstration which included Human Crutch, double human crutch, cradle method, Pick a back, pick a back reverse, 2 handed seat, 3 handed seat, 4 handed seat and others at the Scouts and Guides patrol leaders camp organized by Tiswadi District Scouts and Guides Association  at Bal Bharati Vidhya Mandir Raibandar on August 24, 2012.

Headmistress of  Sister  Clarina Gonsalves of St Tereza’s High School St. Estevam who is also the Vice President of the Scouts and Guides, Tiswadi District  and Secretary Shri Durgadas gaonkar along with Shri Krishnanath Chopdekar was also present also present.

The District Chief Commissioner of Bharat Scouts and Guides , Tiswadi District who is also the Honorary Company Commander Home Guards Shri John Aguiar stressed on the basics of as to what practically should be done by public at the time of disasters. He emphasized on the need to become part of solution than becoming part of problem. Introducing the organization to students Shri Aguiar said that Home guards were first raised in Bombay to assist the Police in controlling Civil Disturbances and communal riots. Subsequently, this concept of a voluntary citizen's force as auxiliary to the Police for maintenance of law & order and for meeting emergencies like floods, fires, famines, etc. was adopted by several other States. In the wake of Chinese Aggression in 1962, the Centre advised the states and Union Territories to merge their existing voluntary Organizations into one all -India force known as "Home Guards" which would be voluntary both in concept and character. The Home Guards Organisation was started in Goa in the year, 1967 and the same was functioning under Goa Police Department. He urged the every citizens specially the students above 18 years of age to come forward and join the Civil Defence organistion and serve the nation.

The students were given training in rescue techniques, bandages,  knots and how to handle casualty etc. 

The course was conducted by Instructors Platoon Commanders Shri Suresh Patekar and Shri Uday Kurtarkar, Sergeant Shri Anand Naik, Home Guards Shri Laximan Harmalkar, Shri Tukaram Harmalkar and Shri Narayan Pagi .

Home Minister, Shri Ravi Naik has said that Civil Defence and Home Guard Organizations have assumed great importance in the present global scenario. They have been playing an excellent role in the aftermath of natural and man-made calamities.

Shri Naik was speaking at a function organized on the Raising Day of Civil Defence and Home Guard Organizations at Police Headquarters ground Panjim on December 6, 2011. He said that the twin organizations are wholeheartedly committed to the noble task of selfless service to the community, adding that the volunteers of the organizations have provided excellent service to the people shoulder to shoulder with the police. He hoped that they will continue to work with dedication in future. The enhancement of duty allowance of Home Guards is under consideration he said.

Shri Naik recalled the Chinese aggression in 1962, which led to the raising of Home-guard/Civil Defence to deal with the internal security of vital installations of the country. He said that the new emerging trends surfacing day by day like climatic change, earthquakes have posed unique challenges. He said the changes have to be taken note of to avert the chances of loss of human life and property.

Shri Naik stressed on involving more and more people in the activities of Civil Defence by strengthening the training infrastructure and enhancing the capacity to deal with man-made and natural disasters. He said that organizations have brought awareness among the masses during past several years but there is still need to do much more in this regard. They are upholding the highest tradition of voluntary service, he added.

The Director General of Police, Dr. Aditya Arya said such a big parade of Home Guards and Civil Defence is being held after a gap of 12 years. He read out the Raising Day Messages of Her Excellency the President of India, Prime of India, Union Home Minister, Chief Minister, Chief Secretary and Director General Civil Defence.

On this occasion, an colourful parade was presented by the Home Guard and Civil Defence volunteers which was reviewed by the Home Ministers, Shri Ravi Naik followed by a mock drill on rescue methods and rescue of trapped persons from the building was displayed.

On the occasion, Platoon Commander Smt. Carolina Fernandes, Platoon Commander, Usman Shaikh, LHG Yogita Gauns, HG Nandkumar Anandakke, HG Ajay Kolambkar, HG Instructor Vinayak Rane, HG Instructor Manguesh , CD Volunteers Shri Manjunath Pednekar and Pralhad Mayekar were honoured with trophies in recognition of their selfless services to the organization.

The parade was commanded by Company Commander, Shri John Aguiar. Platoon Commander Shri Suresh Patekar was the assistant Parade Commander while the individual platoons were commanded by Platoon commanders Shri Usman Shaikh, Shri Suresh Priolkar, Shri Maganlal Marathe and Smt. Carol Fernandes, Shri Manjunath Pednekar and Shri Rupesh Parvatkar commanded the Civil Defence contingents.

The function was witnessed among others by Inspector General of police, Shri Sanjay Singh, Deputy Commandant General of Home Guards and Deputy Director Civil Defence Shri D.K. Sawant, SPs Shri Atmaram Deshpande, Shri Arvind Gauns, Shri Vishram Borkar, Shri Vaman Tari, Shri Shekhar Prabhudessai, Shri Om Prakash Kurtarkar, Director, Fire and Emergency services Dr. P.K. John, JSOCD/DCHG Shri Nandakishor Raikar and large number of people from all walks of life.

HG & CD CONDUCT COURSE IN RESCUE METHODS AT NCC CAMP

FIRST AID LECTURE AND DEMONSTRATION FOR HOME GUARD VOLUNTEERS


Civil Defence Medical Officer Dr. Dattaprasad Nagvekar seen demonstrating methods of first aid on a fracture during the weekly parades of Home Guard volunteers at Police grounds on February 21, 2011.



Civil Defence Medical Officer Dr. Dattaprasad Nagvekar explained that open fractures often require immediate surgery to clean the area of the injury. He said because of the break in the skin, debris and infection can travel to the fracture location, and lead to a high rate of infection in the bone.
Dr Nagvekar was giving a lecture cum demonstration on fractures to the Home Guard volunteers during the weekly parade on February 21, 2011. For open and closed fractures Dr. Nagvekar advised the volunteers the need to Check the breathing , Calm the person ,Examine for other injuries , Immobilize the broken wound, Apply ice to reduce pain / swelling and Consult a doctor .
He said there is need to Control bleeding before treatment .Also there is need to rinse and dress the wound.
Dr. Nagvekar highlighted the importance of soothing the injured and assuring him or her that his injury was light, the need for using safety means (gloves), identifying the type and location of the injury, applying cold compressed wound dressings while avoiding the movement of the injured limb, ensuring the fixation of the injured limb by means of splint, stopping the bleeding of open fractures, and afterwards transporting the injured to the hospital in a proper way.

During the lecture, he discussed the various types of wounds, and how to make the appropriate splints by giving some illustrations before the volunteers. He also shed light on the definitions, symptoms, types, forms and reasons of fractures.
