AS PART OF “SAAD SAMVAD” PROGRAMME EMERGENCY RESCUE DEMO AT DHEMPE COLLEGE HELD

The Home Guards and Civil Defense organization conducted Emergency rescue, stretcher drill and other emergency response methods on Saturday, February 9, 2013  as part of ongoing "Saad Samvad" programme at Dhempe College of Arts & Science, Mairmar.

             Shri John Aguair  Honorary Company Commander earlier explained the organization and the aim behind holding such a demonstration and training session. He said the aim of the Civil Defence is to impart training to save lives. He said there is also a proposal to set up Civil Defence Cadet Corps on the lines of National Cadet Corps (NCC) to spread the Civil Defence mantra all over the country through the students.  He said Sometimes rescue materials are not available to the rescue team at site in emergency situations. There are various other methods, which could be useful for rescue. Such methods are known as, “Emergency Methods of Rescue”. The adequate methods of rescue is to be determined depending upon the nature of the casualty, the nature of the

injuries and the position in which the casualty is found.

            Platoon Commanders Shri Uday Kurtarkar  and Shri Suresh Patekar along with Civil Defence Warden Shri  Vijay Surlakar and volunteers Shri Uday Kuri, Shri Pralhad Mayekar and Sergeant Shri Anand Naik,  Home Guard  Shri Laximan Harmalkar demonstrated emergency firefighters crawl, and emergency casualty handling such as  Fore and aft method, one rescuer human crutch, two rescuer human crutch, toe drag, Blanket lift, pick a back, pick a back reverse, cradle method, stretcher drill and blanketing.

            The students evinced keen interest and participated in the practical session of the techniques.

            Principal of the College Dr. Yasmin Modassir thanked the Director General of Police, Hon. Company Commander Shri  Aguiar and the officers of the the Home Guard organization for conducting such a useful programme for the students of the college.

            Vice Principal Dr. Rammurthi, Prof (Dr.) Ms. Wendy Manuel, and  Prof. Vinod Kankonkar were also present on the occasion.

           

The First such programme demonstration on first aid and bandages was conducted for the students of Peoples High School Panaji as part of “Saad Samvad” programme last  Saturdary, On January 2, 2013. On January 16, 2013 , another such programme will be held at the Mustifund High School, Panaji.

HOME GUARD CONDUCT COURSE IN FIRST AID BANDAGES AND EMERGENCY RESCUE METHODS

The Officers and staff of Goa Home Guards and Civil Defence Organization conducted courses in Bandages and Emergency Rescue Methods of evacuating casualties with the help of demonstration which included Human Crutch, double human crutch, cradle method, Pick a back, pick a back reverse, 2 handed seat, 3 handed seat, 4 handed seat and others at the Scouts and Guides patrol leaders camp organized by Tiswadi District Scouts and Guides Association  at Bal Bharati Vidhya Mandir Raibandar on August 24, 2012.

Headmistress of  Sister  Clarina Gonsalves of St Tereza’s High School St. Estevam who is also the Vice President of the Scouts and Guides, Tiswadi District  and Secretary Shri Durgadas gaonkar along with Shri Krishnanath Chopdekar was also present also present.

The District Chief Commissioner of Bharat Scouts and Guides , Tiswadi District who is also the Honorary Company Commander Home Guards Shri John Aguiar stressed on the basics of as to what practically should be done by public at the time of disasters. He emphasized on the need to become part of solution than becoming part of problem. Introducing the organization to students Shri Aguiar said that Home guards were first raised in Bombay to assist the Police in controlling Civil Disturbances and communal riots. Subsequently, this concept of a voluntary citizen's force as auxiliary to the Police for maintenance of law & order and for meeting emergencies like floods, fires, famines, etc. was adopted by several other States. In the wake of Chinese Aggression in 1962, the Centre advised the states and Union Territories to merge their existing voluntary Organizations into one all -India force known as "Home Guards" which would be voluntary both in concept and character. The Home Guards Organisation was started in Goa in the year, 1967 and the same was functioning under Goa Police Department. He urged the every citizens specially the students above 18 years of age to come forward and join the Civil Defence organistion and serve the nation.

The students were given training in rescue techniques, bandages,  knots and how to handle casualty etc. 

The course was conducted by Instructors Platoon Commanders Shri Suresh Patekar and Shri Uday Kurtarkar, Sergeant Shri Anand Naik, Home Guards Shri Laximan Harmalkar, Shri Tukaram Harmalkar and Shri Narayan Pagi .

Home Minister, Shri Ravi Naik has said that Civil Defence and Home Guard Organizations have assumed great importance in the present global scenario. They have been playing an excellent role in the aftermath of natural and man-made calamities.

Shri Naik was speaking at a function organized on the Raising Day of Civil Defence and Home Guard Organizations at Police Headquarters ground Panjim on December 6, 2011. He said that the twin organizations are wholeheartedly committed to the noble task of selfless service to the community, adding that the volunteers of the organizations have provided excellent service to the people shoulder to shoulder with the police. He hoped that they will continue to work with dedication in future. The enhancement of duty allowance of Home Guards is under consideration he said.

Shri Naik recalled the Chinese aggression in 1962, which led to the raising of Home-guard/Civil Defence to deal with the internal security of vital installations of the country. He said that the new emerging trends surfacing day by day like climatic change, earthquakes have posed unique challenges. He said the changes have to be taken note of to avert the chances of loss of human life and property.

Shri Naik stressed on involving more and more people in the activities of Civil Defence by strengthening the training infrastructure and enhancing the capacity to deal with man-made and natural disasters. He said that organizations have brought awareness among the masses during past several years but there is still need to do much more in this regard. They are upholding the highest tradition of voluntary service, he added.

The Director General of Police, Dr. Aditya Arya said such a big parade of Home Guards and Civil Defence is being held after a gap of 12 years. He read out the Raising Day Messages of Her Excellency the President of India, Prime of India, Union Home Minister, Chief Minister, Chief Secretary and Director General Civil Defence.

On this occasion, an colourful parade was presented by the Home Guard and Civil Defence volunteers which was reviewed by the Home Ministers, Shri Ravi Naik followed by a mock drill on rescue methods and rescue of trapped persons from the building was displayed.

On the occasion, Platoon Commander Smt. Carolina Fernandes, Platoon Commander, Usman Shaikh, LHG Yogita Gauns, HG Nandkumar Anandakke, HG Ajay Kolambkar, HG Instructor Vinayak Rane, HG Instructor Manguesh , CD Volunteers Shri Manjunath Pednekar and Pralhad Mayekar were honoured with trophies in recognition of their selfless services to the organization.

The parade was commanded by Company Commander, Shri John Aguiar. Platoon Commander Shri Suresh Patekar was the assistant Parade Commander while the individual platoons were commanded by Platoon commanders Shri Usman Shaikh, Shri Suresh Priolkar, Shri Maganlal Marathe and Smt. Carol Fernandes, Shri Manjunath Pednekar and Shri Rupesh Parvatkar commanded the Civil Defence contingents.

The function was witnessed among others by Inspector General of police, Shri Sanjay Singh, Deputy Commandant General of Home Guards and Deputy Director Civil Defence Shri D.K. Sawant, SPs Shri Atmaram Deshpande, Shri Arvind Gauns, Shri Vishram Borkar, Shri Vaman Tari, Shri Shekhar Prabhudessai, Shri Om Prakash Kurtarkar, Director, Fire and Emergency services Dr. P.K. John, JSOCD/DCHG Shri Nandakishor Raikar and large number of people from all walks of life.
